Apprenticeship and Training continued……. 8. The JATC may direct enter applicants who: a.) have successfully completed a program with whom they have an articulation agreement, b.) successfully completed a UBC Job Corps program, c) are registered apprentices in another state or ATELS program, or c.) at the request of an employer under the following situations: - State, Local or Public entity requirements - Federal requirements. -Tribal or TERO (Tribal Employment Rights Office) requirements. 9. The JATC may direct enter US Military Veterans with documented construction related work experience. 10. Individuals with 4000 hours or more of documented work experience in the craft they are applying for may be directly entered after being evaluated by the JATC using consistent, standard, non-discriminatory means and placed at the appropriate period of apprenticeship based on the skill and knowledge of the applicant. 11. When the JATC registers and trains apprentices for the State of Washington or other public entities, the civil service or published hiring practices of the individual agency shall be utilized in selecting apprentices. 12. Employees of an employer who has not signed a collective bargaining agreement and wishes to have their employee (s) trained, may receive direct entry into apprenticeship provided: a. They meet the minimum qualifications and pass a drug test with a negative result. b. The employer signs a Contribution Agreement with the Carpenters-Employers Apprenticeship and Training Trust of Washington-Idaho. c. All employers requesting "approved training agent" status shall sign an agreement agreeing to comply with all Federal and/or State apprenticeship rules and the appropriate Apprenticeship Standards. 13. An employee of a non-signatory employer not qualifying as a journey-level worker when an employer becomes signatory shall be evaluated by the JATC using consistent, standard, non-discriminatory means and registered at the appropriate period of apprenticeship based on previous work experience and related training. 14. A UBC journeyman or their employer may request "Direct Entry" placement into any apprenticeship covered by these Standards. The JATC may grant credit for previous experience. 15. An individual who signs an authorization card during an organizing effort wherein 50 percent or more of the employees have signed, whether or not the employer becomes a signatory, an individual not qualifying as a journey-level worker shall be evaluated by the sponsor and registered at the appropriate period of apprenticeship. Each applicant, upon being dispatched to a job, will be registered as an apprentice with the State of Washington and will be scheduled for classes. The State Apprenticeship Council has approved a set of "Standards" as submitted by the JATC. These Standards are the rules and regulations that the apprentice and committee must follow. Each apprentice is required to complete 160 hours of related instruction per year. These classes are scheduled for forty (40) hours (one week), four times each year. The apprentice is required to attend all classes. The ultimate goal of the program is to train highly skilled and productive workers for the contractors who employ carpenters. To attain this goal, the apprentice's records and progress are reviewed by the Coordinator and the JATC. |
